The meeting was called to order at 8:47 p.m. by PDC chair,
Cathy Steinmetz. Everyone introduced themselves.
Members and guests were asked to present issues or comments
regarding the rule changes proposed at the June 2002 PDC meeting. A list
was generated and then each item was discussed further.

Fouling in the Ring - take more points off
1. Veterans Class (Page 8)

Concerned with drop on recall for older dogs. AKC has
this class at the Novice level.
M/S/C (Karl O./Tish) to change Veterans from Graduate Novice
to the Novice level.
2. Graduate Novice, Pre-Open, Graduate Open, and Pre-Utility
Classes
-
Suggested allowing 4-Hers to repeat for 2003 due to rule
changes and exercise changes within these classes.

Also allow those who did not receive a blue in Utility in
2002 to drop to Pre-Utility in 2003 due to exercise changes.
M/S/C (Leona/Melanie) to allow 4-H'ers in Graduate Novice,
Pre-Open, Graduate Open, and Pre-Utility in 2002 to remain in the same
class for 2003 if they choose. Also those in Utility in 2002 are
allowed to drop to Pre-Utility in 2003 if they did not receive a blue ribbon.
3. Graduate Open Class - Retrieve for Scent Articles
(Pages 7 & 24)

Suggested to drop retrieves with scent articles

Suggested Dumbbell Recall for leather article and Dumbbell
Recall for metal article
M/S/C (Karl R./Tish) to modify the retrieve for scent articles
exercise in the Graduate Open class. The exercises will now be a
Retrieve on Flat with the articles placed, not thrown. The 4-Her
will scent the article and the judge will place the article. The
dog will face the article during the entire exercise. This will be
done twice: once with a leather article and once with a metal article.
4. Leashes/Leads (Page 2)

There was much discussion if there should be a penalty for
having a leash shorter than six feet.
M/S/C (Rhonda/Melanie) to keep the rule as written in the
proposed rule book presented at the June 2002 PDC meeting.
5. Earning Obedience Titles Outside of 4-H (Page 1)
M/S/C (Marlene/Karl O.) to drop the 4th bullet on page
one under "Earning Obedience Titles Outside of 4-H."
M/S/C (Marlene/Karl O.) to reword the 3rd bullet on page
one, it should read, "If a completed title disqualifies a dog from competing
in a 4-H class, the completed title cannot be earned before May 15th of
that year." If the title is completed after May 15th of that year
the 4-Her may remain in the same class.
6. Dogs That Have Previously Been Trained (Page 1)

Some discussion, decided to leave as proposed at the June
2002 PDC meeting.
7. Point System
-
Discussed points section listed on back of scoresheets

Discussed presented range of points deducted for each fault
M/S/C (Jeff/Liberty) to leave points off system as proposed
at the June 2002 PDC meeting.
8. Pre-Beginner Class (Page 6)

Discussion related to dropping the Recall and adding a Come-For
-
Suggested a sit exam rather than a stand for exam

Suggested dropping the Figure 8

Commented that it would be difficult to enforce the 6 foot
leash rule

Suggested reducing the long sit to 30 seconds and long down
to 1 minute
M/S/C (Jon/Karl O.) to drop the Pre-Beginner class from the
printing.
The Obedience/Showmanship committee should review and
make a new proposal for this class at a later date.
9. Fouling the Ring (Page 4)
M/S/C (Tish/Melanie) to change the point deduction from
5-10 points to 25 points for any dog fouling the ring.
10. Graduate Novice Long Sit/Down
M/S/F (Marlene/Tish) to change the long sit to 1 minute
out of sight and long down to 3 minutes out of sight for Graduate Novice.
This motion was dropped.
M/S/C (Rhonda/Marlene) to leave the Graduate Novice long
sit and long down as proposed in the rules at the June 2002 PDC meeting.
11. Leaving the Ring

Suggested increasing the point deduction - Decided to leave
as is written
12. Beginner A
M/S/C (Marlene/Melanie) to make the Heel on Leash &
Figure 8 worth 40 points and the Stand for Examination worth 30 points
for Beginner A, Beginner B, Graduate Beginner, Brace, and 4-Dog Team.
M/S/C (Karl O./Rhonda) to accept the rules as amended.
There was a written ballot vote that passed 15-1.
M/S/C (Rhonda/Jeff) to adjourn the meeting at 10:23 p.m.
